The Warren County Tourism Development Authority (TDA) in partnership with Warren County Community and Economic Development have hired the County’s first tourism manager.

Cherie Nielsen began in the tourism manager position on the Warren County Community and Economic Development team on March 4, 2025. Nielsen has an extensive background in economic development, business promotion, and community engagement, and she brings a wealth of experience that will help enhance and expand tourism initiatives across the county.

“On behalf of the Warren County TDA and its members, it is my pleasure to welcome Cherie Nielsen as our new Tourism Manager,” stated Michael Hawkins, chair of the Warren County TDA board. “I am confident that her expertise and competencies can enable us to reach new heights with tourism in the county. I look forward to the changes or developments that she intends to bring about.”

The tourism manager position is fully funded through the newly enacted occupancy tax, which went into effect on July 1, 2024. This funding allows for expanded tourism development efforts, marketing campaigns, and infrastructure improvements that will enhance visitor experiences and drive economic impact for the county. Occupancy taxes are levied on short-term lodging and related rentals and are paid by the visitor, not the property owner.

“Tourism has been a function of Warren County economic development for decades, but we have never had dedicated staff and dedicated funding to apply towards tourism initiatives,” stated Charla Duncan, Director of the County’s Community and Economic Development department. “For the past decade, we’ve seen year-over-year growth in travel-related expenditures in Warren County. With dedicated tourism resources, we look forward to bringing in more revenue to the county and to local businesses.”

Nielsen has a strong history of driving economic growth through strategic planning, marketing, and business development. Most recently, she served as the Project Associate Director for the Industrial Development Authority of Brunswick County, VA, where she played a pivotal role in securing funding, managing large-scale projects, and fostering partnerships to revitalize the local economy. Her leadership contributed to business retention and expansion efforts, community development, and the promotion of regional assets to attract investment.

Prior to that, Nielsen spent five years with the North Carolina Department of Commerce as the Welcome Center Manager in Warren County, where she led efforts to promote tourism across all 100 counties in North Carolina, connecting travelers with local attractions, businesses, and cultural experiences. She also has experience in outdoor recreation and trail development, having served as the Trail Coordinator for the nonprofit Tobacco Heritage Trail before joining the Department of Commerce. These roles deepened her understanding of regional tourism, economic development, and the importance of strategic partnerships in enhancing visitor engagement.

With a passion for rural economic development, Nielsen has also worked extensively in grant writing, nonprofit leadership, and advocacy.

Nielsen states, “Tourism is a key economic driver, and I am committed to leveraging Warren County’s rich history, natural beauty, and recreational opportunities to attract visitors and support local businesses.”

As Tourism Manager, Nielsen will focus on increasing Warren County’s visibility as a travel destination while ensuring that tourism growth benefits the entire community, including rural residents and businesses. She aims to strengthen connections between tourism and the greater community, recognizing the role of agritourism, local artisans, and small businesses in driving sustainable economic growth. Through strategic partnerships and innovative marketing, she will promote Warren County’s unique assets while creating opportunities for residents to engage in and benefit from tourism initiatives.

Over 50 community stakeholders consisting of business owners, educators, elected officials, and industry leaders met for good eats and good discussion at the Warren County Industry and Education Breakfast on Feb. 26.

Hosted by the Warren County Community and Economic Development team, the event was held in the Warren County Armory Civic Center and provided a unique opportunity for fellow business leaders, educators, and key stakeholders to connect and discuss shaping the future of workforce readiness in Warren County.

Special guest speaker, Brett Brenton of MyFutureNC presented key information about Warren County to further guide attendees in how they can bridge the gap between industry needs and educational opportunities.

Minds were opened, business cards were exchanged, and potential collaborations were born.

We look forward to seeing how these new and renewed connections will flourish in our community, specifically for the betterment of our next generation.

Warren County has been selected as one of fourteen teams in the state to participate in “Our State, Our Homes”, the fifth and final project of the Carolina Across 100 Initiative through the University of North Carolina and NC Impact.

Participating communities will emerge from the eighteen-month program with a data-driven understanding of housing issues in their local contexts, high-impact tools to facilitate community conversations around housing needs, detailed understanding of local partners and assets, and increased knowledge and capacity to implement innovative strategies for improving housing affordability. In addition, teams will receive coaching, technical assistance with innovation projects and opportunities to build relationships with peer communities as well as national, state, and campus-based housing experts across the state.

Rose Ponton, Community Development Manager with Warren County Community and Economic Development, will serve as county staff lead on the initiative.

“Affordable and workforce housing are critical to the future of Warren County,” said Rose Ponton, Community Development Manager for Warren County. “By collaborating with UNC’s Carolina Across 100 Initiative and leveraging our local partnerships, we are taking proactive steps to address these challenges and build a stronger community.”

In 2024, the North Carolina Housing Coalition reports that 32% of Warren County households are considered cost-burdened by housing costs (2,248 households in the county). Warren County ranks #42 in the state in housing evictions (with #1 being the highest). The coalition reports that 24% of homeowners and 54% of renters had difficulty affording their homes in 2024.

“Warren County Community and Economic Development has launched a new focus on housing for the county organization in the last year,” stated Community and Economic Development Director, Charla Duncan.

“Selection for the Our State, Our Homes initiative is our second win in this recent focus, coming on the heels of being awarded a $950,000 CDBG grant for housing renovations.”

“These initiatives aren’t going to be magic wands for us and our housing challenges, but we are eager to start laying some important foundations for the future of our existing and future residents,” stated Duncan.

Warren County is partnering with local organizations Working Landscapes and Warren Ministries United to drive this initiative forward. This core working group will attend several in-person forums over the next year and a half to strengthen efforts by integrating local expertise, fostering collaboration among stakeholders, and implementing innovative housing strategies to provide accessible housing options, enhance quality of life, and support economic growth. All associated costs are covered by the initiative.

In addition to work done directly with the Carolina Across 100 staff and other working groups selected from across the state, Warren County will engage stakeholders from across the community to identify priorities, explore innovative solutions, and work to develop actionable strategies. Residents, community leaders, and organizations with a vested interest in affordable and workforce housing in the county are encouraged to get involved.

Warren County will hold a public engagement event on Friday, September 13th, from 6-8 pm on the Warren County Courthouse Square in downtown Warrenton. The goal of this event is to seek input on what residents would like to see in a future community center. This floating event will take place during the 2024 Warren County High School homecoming meet-and-greet.

In 2023, Warren County purchased forty acres on US Hwy 158 Business between Warrenton and Norlina as the future site of a community center and civic complex. The county recently launched its feasibility and initial design work on the project.

Visitor spending in Warren County reached an impressive $73 million in 2023, marking a notable 10.8% increase from the previous year. This exceptional growth rate not only highlights the county’s rising popularity but also positions Warren County as a leader in the state for visitor spending growth.

These statistics come from the “Economic Impact of Travel on North Carolina Counties 2023,” which can be accessed at partners.visitnc.com/economic-impact-studies. The study was prepared for Visit North Carolina by Tourism Economics.

North Carolina as a whole saw total visitor spending of $35.6 billion, underscoring the significant role that Warren County plays within the state’s tourism industry. Warren County’s impressive double-digit increase in visitor spending outpaced the state’s growth percentage, highlighting the county’s successful tourism strategies and its burgeoning status as a sought-after destination.

“We are incredibly proud of this achievement and the positive impact it has on our community,” said Jennifer Pierce, Chair of the Warren County Board of Commissioners. “The increase in visitor spending not only boosts our local economy but also creates jobs and enhances the quality of life for our residents.”

The economic impact of this surge is far-reaching. Visitor spending has created 251 jobs within the community, generating $11.4 million in labor income. Additionally, the local tax base benefited substantially, receiving $3.6 million, which translates into a savings of $293.22 per resident.

According to the impact report, the breakdown of visitor expenditures for 2023 in Warren County includes:
– Lodging: $18.54 million
– Food and Beverage: $21.28 million
– Recreation: $10 million
– Retail: $5.96 million
– Transportation: $16.83 million

“We look forward to growing our tourism economy and marketing efforts in Warren County, including launching our Tourism Development Authority and getting our occupancy tax off the ground,” stated Charla Duncan, Director of Warren County Community and Economic Development. “Our small business community, including short-term lodging hosts, should be commended for their contribution to these numbers. Their investment is paving the way for future commitment to our county.”
